I am thinking of updating to LiveCycle ES and can't figure out what the difference is between buying Acrobat Pro Extended and LiveCycle ES seperately. Do both come with the ability to create the Wizard Experience?

LiveCycle ES is a set of products, mostly server apps, but LiveCycle Designer ES is included in the LiveCycle ES product line. LiveCycle Designer was renamed LiveCycle Designer ES a while ago and it is included in Acrobat 9 Pro and Pro Extended. LiveCycle Designer (pre name change to ES) is also included in earleir version of Acrobat Pro back to version 7 ( I think).
LiveCycle ES, since it contains many different server products, can be purchased in a variety of ways because you can choose which server components you want or you can buy the entire line. Since they are server products, they also come with a hefty price tag.
Now in terms of the Wizard experience, I think you may be referring to "Form Guides." While you can create Form Guides with LiveCycle Designer ES ( included with Acrobat Pro and Pro Extended), you cannot render them unless you also purchase the LiveCycle Forms ES server product.
For creating a Wizard experience in Acrobat or LiveCycle PDF forms without the need for a server product you can use the app.execDialog function and the Dialog Object to create a series of connected custom JavaScript dialogs. Hand-coding custom dialogs is an advanced skill and quite teeduious even for very skilled scripters. A third party plugin called AcroDialogs by my comapny makes it a much easier task by creating all the dialog code for you as you drag and drop elements into a dialog design. You then just have to hook them up to your form.
